What is municipal asset management? A plain-English definition

Municipal asset management is the practice of tracking the physical infrastructure a local government owns — water mains, hydrants, sewer lines, roads, signs, pumps, vehicles — along with the work performed on each one, what that work cost, and what condition the asset is in. Software that does this is commonly called a CMMS (computerized maintenance management system) or an EAM (enterprise asset management) system.

What it is not

It is not a work-order tracker. A work-order tracker records that a job happened; asset management records that a job happened to a specific asset, which turns a list of tasks into a maintenance history you can act on.

It is not a GIS. A geographic information system holds where assets are and what their attributes are. Asset management holds what has been done to them. The two are complementary — and the strongest municipal systems read the GIS live rather than duplicating it.

It is not an ERP or finance system. Finance systems track budgets and payments at the account level. Asset management tracks cost at the asset level, which is what lets a city answer "what has this lift station actually cost us over five years?"

The core objects

Nearly every municipal asset management system is built from the same handful of records: a service request (someone reports a problem), a work order (crew performs work, with labor, material, and equipment cost attached), an inspection (a structured condition check against a checklist), and an asset register (the things being maintained). Preventive maintenance schedules generate work automatically on a date or usage interval.

The practical test of an asset management system: can it tell you, in one click, everything that has ever happened to a single hydrant — every inspection, every repair, and what it all cost? If not, it is a work-order tracker with an asset field.

Why cities adopt it

Three reasons dominate. Accountability — knowing what was done, when, and by whom. Budget defensibility — turning "we need more money for water" into a cost history per asset that a council can review. And regulatory compliance — many inspection programs, from backflow testing to stormwater, require documented, repeatable records.

What small governments should look for

Configurability over feature count, because the system must be adjustable by the staff who use it rather than by a consultant. Live GIS integration, because the map is the asset register and a copied map goes stale. Flat, predictable pricing without per-user fees, because a system that charges per seat discourages the field adoption that makes it useful in the first place.
